Family Reunification for Ukrainian Nationals in Canada

We understand the urgency of reuniting families affected by the Russian invasion of Ukraine, and to support this, a temporary public policy has been established in Canada. Starting from October 23, 2023, this policy will enable certain Ukrainian foreign nationals living in Canada, along with their family members, to apply for permanent residence. Here, we’ll provide an overview of the key details you need to know about this program.

Eligibility Categories:

Category 1: Family Members of Canadian Citizens or Permanent Residents

  • To qualify, you must be a Ukrainian national.
  • You should be a family member of a Canadian citizen or permanent resident, which includes spouses, common-law partners, children (of any age), grandchildren, parents, grandparents, or siblings (including half-siblings).
  • You need to be in Canada at the time you submit your application and when you are granted permanent residence.
  • You must possess valid temporary resident status in Canada, or have applied to restore your status if it expired less than 90 days ago.
  • Having a valid passport or travel document is necessary, but if you don’t possess one, supporting identity documents should be provided.
  • A signed statutory declaration form (IMM 0191) from your family member in Canada explaining your relationship is required.
  • Lastly, you must be admissible to Canada.

Category 2: Spouses or Common-law Partners of Ukrainian Nationals with Family in Canada

  • You must be the spouse or common-law partner of a Ukrainian national.
  • Your Ukrainian spouse or partner should either be unable to leave Ukraine, missing, deceased, or presumed to have passed away.
  • Similar to Category 1, you need to be in Canada when you apply and when you are granted permanent residence.
  • You should not have remarried or entered into a common-law relationship with another person since leaving Ukraine.
  • Possessing valid temporary resident status in Canada is essential, and if your status has expired within the last 90 days, you can apply to restore it.
  • Having a valid passport or travel document is important, and if unavailable, supporting identity documents should be provided.
  • A signed statutory declaration form (IMM 0191) from your spouse or partner’s family member in Canada explaining your relationship is mandatory.
  • Just like in Category 1, you must be admissible to Canada.
